 The HIMSO Holistic Model

At HIMSO, our mission to achieve Universal Health Coverage (UHC) in Tanzania is built on the understanding that health is a transformed ecosystem. To achieve its expected results, HIMSO works directly with individuals, households, communities, and systems. We are committed to collective efforts to bring lasting change to community health issues. These four entities are not isolated; they are interconnected pathways through which the HIMSO Model is implemented. Each pathway contributes to the others, creating a seamless flow from personal awareness to national policy.

Our strategic approach operationalizes these pathways through four core pillars:

1. ENGAGE: From Individuals to Households and Communities

We begin at the foundational level, engaging directly with individuals and households to identify the real-world barriers they face in accessing care.

  • Proactive Dialogue: We listen to the needs of the people to ensure our interventions are culturally relevant and socio-economically grounded.
  • Collective Awareness: We foster a sense of solidarity, encouraging households to see health insurance and emergency preparedness as a shared responsibility.

2. EMPOWER: Building Community Ownership

Empowerment is the heart of our sustainability. We don't just implement interventions; we build the capacity of local structures to lead their own health initiatives.

  • CHuA (Community Health-users Association): We establish and strengthen CHuAs, empowering them to manage vital services like DharuraFasta (emergency transport system) and oversee enrollment.
  • Local Expertise: By training community health workers (CHWs) and enrollment agents, we ensure that the knowledge and tools for health management remain within the community long after our direct intervention ends.

3. PARTNER: Strengthening Systems

HIMSO recognizes that lasting change requires a whole-of-system effort. We forge strategic partnerships that bridge the gap between grassroots needs and national goals.

  • Public-Private Partnerships (PPP): We work hand-in-hand with Local Government Authorities (LGAs), health governing bodies, and the Ministry of Health.
  • Strategic Alliances: By collaborating with community leaders and fellow NGOs, we leverage collective strengths to expand healthcare access and improve service quality across the Mbeya and Songwe regions.

4. SHARE: Advocating for Scale

Our grassroots experience serves as a learning lab for the nation. We are committed to transparency and the scaling of proven models.

  • Knowledge Management: We rigorously document our best practices and "proof of concepts."
  • Systemic Advocacy: We use evidence-based data to influence health policy, ensuring that the voices of rural households reach national decision-makers.
  • Scaling Success: From the CHuA model to DharuraFasta innovations, we share our successful blueprints with new regions to accelerate Tanzania’s journey toward UHC.

HIMSO is a Tanzanian NGO established to complement the government’s efforts in providing comprehensive quality healthcare coverage as well as develop and implement innovative insurance solutions to address pressing risk management needs of the low-income households.
